How to debug ASP?

I used to debug my code on the web server itself, but my new hosting company refuses to enable error messages making debugging an absolute nightmare.

How can I debug ASP code on my own computer since I can no longer do it on the web server?

Is it common for hosts to refuse to enable error messages? It's the first one I have that does.
